1.  To increase access to healthcare for rural and underserved citizens in Tennessee;
    2.  To increase the supply of health professionals in rural and underserved areas in Tennessee;
    3.  To assist in rural and underserved communities in defining specific healthcare provider needs and to identify strategies to address those needs; and
    4.  To offer a low-cost alternative to better match communities experiencing demand with appropriate healthcare providers.
